Home Information Packs (HIPs) were first introduced by the Government in December 2007 to speed up the property transaction process. Some of the changes were made to it in December 2008. These included the introduction of a new Property Information Questionnaire that will provide a summary of information about the property in one place, that helping buyers make decisions about whether to view a property, and ultimately whether to make an offer.
From 6 April 2009 the Government is making some important alterations to the Home Information Pack (HIP) that will affect the stage at which it can be purchased. It is now permitted by law that a HIP be in place before the property is marketed, this means that payment must have changed hands before advertising can begin. You must therefore have the following in place.

Some of the important features of HIP are that all the necessary Government approvals will be provided and an electronic PDF version will be emailed to you. You can expect to have an HIP within 3-4 working days. The party selling a property is responsible for providing a Home Information Pack. The HIP buyer has the right to receive a copy of the Home Information Pack, except where the HIP seller believes that the buyer can't afford the property, isn't genuinely interested or is a risk to it.
